Abstract

The emergence of new quantum technologies will change the face of the digital environment by providing more sophisticated computational power than the one provided by classical computers. Even though these technologies are going to provide revolutionary advancements in science, medicine, finance, communications, and national security, at the same time, they will pose new challenges to cybersecurity and legal framework. These new challenges will emerge because the existing cyber laws, which were created in the context of classical computing, will not be able to address quantum cyber threats, which could result in compromising conventional cryptography, data breaches, espionage, and cybercrime on a global scale. The current paper aims to identify whether the current cyber law frameworks can address the legal implications of quantum technologies. The paper utilizes the research methodology of a doctrinal analysis and examines the legal instruments both domestic and international in the sphere of cybersecurity and quantum computing. The report suggests implementation of quantum-resistant cybersecurity standards, updating the cyber legislations, increasing international cooperation, and employing the legal norms which are neutral with respect to technology and adaptable for future technology developments. Overall, this research demonstrates that it is vital to strengthen cyber laws prior to quantum computers widespread use in order to guarantee digital trust, legal certainty, and national/globally cybersecurity.
